This sound like a problem with blocked files downloaded from Internet.
When you download WTL .zip file, it is marked as blocked, to prevent
viruses. Before unzipping the content of the file, you need to unblock the

instead. 7-Zip ignores NTFS alternate data streams, which is where the
"Zone.Identifier" ADS information is stored that stops files from being
executed by the OS. The Windows ZIP extractor incorrectly propagates
the Zone.Identifier information while 7-Zip does not. A more correct
approach would be for the Windows ZIP extractor to notice the ADS
information and simply notify the user instead of pointlessly cloning
the information to every extracted file, which causes problems later on
like the above.
